Veterans Memorial Civic Center Landscaping Services

The Liberty County Board of County Commissioners is seeking sealed bids from licensed and bonded entities for the Veterans Memorial Civic Center landscaping services.  This bid would entail the following:

  • Phase I, Demolition / tear out. Remove all trees and shrubs EXCEPT two Sago Palms at West entrance and Magnolia trees along the West side of the building. Grind or pull roots as needed without disturbing the remaining trees, palms and utilities. Rake out debris, leaves, old mulch, etc.
  • Phase II, Irrigation, drainage, soil leveling. Professional evaluation of the grounds for surface water management issues. Consider the impact/benefit of channels running under the sidewalks. Design and install any new drain and/or irrigation systems needed to protect the building and support the overall landscape plan. Level the grounds as needed to prepare for new plantings.
  • Phase III, Planting Zone 1 (West). Prune (minimally) Magnolias for appearance. Introduce Gamma Grasses and Muhly Grass to this zone, bringing in attractive native, Florida Friendly and pollinator friendly plantings.
  • Phase IV, Planting Zone 2 (East). Introduce Gamma Grasses and Muhly Grass to this zone. In the semi-circle/crescent shaped areas between the sidewalk and the drive-up lane, plant perennial peanut. Plant a palm tree in each of the north and south plots which lie between the drive-up lane and the parking lot.
  • Phase V, Planting Zone 3 (North). Plant pollinator garden. Installing rain barrels at the down spouts to collect runoff water for irrigation.

NOTICE TO RECEIVE SEALED BIDS

The Liberty County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in providing construction services for the following project:

HOSFORD PARK COURT CONSTRUCTION

The Liberty County Board of Commissioners is seeking qualified contractors to respond to this Request for Bid for the construction of a pickleball/basketball court located at 15759 Moore St, Hosford, FL 32334.  The proposed Hosford Park Court Construction shall be the construction of a pickleball/basketball court as per the design plans.

Completion date for this project will be 60 days from the date of the Notice to Proceed presented to the successful bidder.

Please indicate on the envelope that this is a sealed bid, for the “HOSFORD PARK COURT CONSTRUCTION”.

Bids will be received until 4:30 p.m. (EST), on Wednesday, December 6th, 2023, at the Liberty County Clerk’s Office, Liberty County Courthouse, 10818 NW S.R. 20, Bristol, Florida 32321, and will be opened and read aloud on Wednesday, December 6th, 2023, at 4:35 p.m. (EST). at the Liberty County Board of County Commissioners meeting.  The Bid will be awarded to the lowest responsive bidder at the Liberty County Board of County Commissioner’s meeting on Thursday, December 7th, 2023, at 6:00 PM (EST) in the Liberty County Courthouse, 10818 NW SR 20, Bristol, FL 32321.

The Liberty County Board of Commissioners reserves the right to reject any and all bids.  All Bids shall remain firm for a period of sixty days after the opening.  All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida.

bids will be opened publicly, and General Contractor recommendations will be made at the Liberty County Board of County Commissioners at the County Commission Meeting to be held on
December 7, 2023, located at 10818 FL-20, Bristol, Florida 32321. Sealed bids can be mailed, or hand delivered to the Liberty County Clerk of Courts Office and labeled Renovation to the Liberty

PROJECT DESCRIPTION
The Project includes, but is not limited to; HVAC, Electrical, Plumbing, Wall Repairs, Painting,
ACT Ceilings, Flooring, Restroom Renovations, Millwork, etc.

TYPE OF BID
The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The
Contract will be awarded on a lump sum basis. No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

MANDATORY PRE-BID MEETING

A mandatory pre-bid meeting will be held at the Liberty County Clerk’s Office located 10818 FL-20, Bristol, Florida 32321 at 10:00 A.M. EST on October 31, 2023

TIME OF SUBSTANTIAL COMPLETION
The time limit for substantial completion of this work will be 180 calendar days from the Date of Commencement.

BID DOCUMENTS
Via email, the digital bid documents are available from the office of the Architect, BFBS Architects. A bidders list will be available from the Architect. Only Florida Licensed General
Contractors may obtain plans and specifications by contacting Doug Shuler, AIA, ([email protected]) at the office of the Architect.

Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable. Acquisition of Bidding Documents from unauthorized sources places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

CONTRACT
The successful bidder will be required to enter a written contract with the Liberty County Board of County Commissioners consistent with the form contract to be provided in the Bid Documents.

The Board of County Commissioners reserves the right to waive informalities in any bid, to acceptand/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest

BENTLEY BLUFF PARK REPAIRS

Bids will be opened on November 21, 2023, at 4:35 PM EST at the Liberty County Clerk’s Office, 10818 NW SR 20, Bristol, Florida 32321.

Bids will not be valid unless received by the deadline and in a sealed envelope marked “Bentley Bluff Park Repairs” to be received until November 21, 2023 at 4:30 PM EST. Liberty County is NOT responsible for lost, late, or undelivered bids. It is the sole responsibility of the bidder to ensure delivery of its package. One original and one electronic copy (thumb drive) must be received in a sealed envelope. Proof of Insurance and Form W-9 must be included with any bid submitted.

During the bid process, except as otherwise provided herein, all prospective bidders are hereby prohibited from contacting any member of the Board of County Commissioners or any County employee or agent regarding this invitation to Bid in any respect during the solicitation period.
