NOTICE TO RECEIVE SEALED BIDS

The Liberty County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in providing construction services for the following project:

County Road 67 SCRAP – Phase III

The project shall consist of the widening and resurfacing of County Road 67 from Big Branch Bridge to Good Hope Church Road for approximately 3.364 miles in Liberty County, Florida. Plans and specifications can be obtained at Dewberry Engineers Inc., 20684 Central Avenue East, Blountstown, Florida 32424, (850) 674-3300. Completion date for this project will be 150 days from the date of the Notice to Proceed presented to the successful bidder.

All bidders shall be pre-qualified with the Florida Department of Transportation per Section 2-1 of the F.D.O.T. Standard Specifications for Road and Bridge Construction, 2023 edition for: Grading, Drainage and Grassing, Seeding and Sodding. Liquidated damages for failure to complete the project on the specified date will be set at $200.00 per day.

Clerk’s Office, Liberty County Courthouse, 10818 NW SR 20, Bristol, FL 32321, and will be opened and read aloud on Monday, October 23 rd , 2023 at 4:35 PM (EST). The Bid will be awarded to the lowest responsive bidder at the Liberty County Board of County Commissioner’s meeting on Thursday, November 9 th , 2023, at 6:00 PM (EST) in the Liberty County Courthouse, 10818 NW SR
20, Bristol, FL 32321.

Cost for Plans and Specifications will be $50.00 per set and is non-refundable. Checks should be made payable to DEWBERRY ENGINEERS INC. Digital copies will be available free of charge.

The Liberty County Board of Commissioners reserves the right to reject any and all bids. All Bids shall remain firm for a period of sixty days after the opening. All bidders shall comply with all
applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida.

RESPONSIBLE VENDOR DETERMINATION

Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the County may not request documentation of or consider a vendor’s social, political, or ideological interests when determining if the vendor is a responsible vendor.

NOTICE TO RECEIVE SEALED BIDS

Liberty County, Florida (the “County”) invites sealed proposals from qualified firms with extensive experience in providing INFORMATION TECHNOLOGY SERVICES. All bid documents may be obtained off the County’s website at https://libertycountyfl.org. Inquiries regarding bid specifications can be made by emailing [email protected]. Please include “Information Technology Services RFP” in the subject line of the e-mail.

Sealed proposals will be received at 10818 NW SR 20, Bristol, Florida, 32321 until 4:00 PM EST, on September 29, 2023, at which time they will be referenced to County staff for legal, administrative, and technical sufficiency prior to the award of bid. Late bids will not be accepted. The County will not consider awarding any proposals submitted via fax, email, or other forms of electronic transmission. Any proposal submitted that does not contain all documentation and information requested within this solicitation will be considered non-responsive and rejected.

Here is the anticipated schedule and will be adjusted if needed.

  • RFP Advertisement – September 7th through September 29th
  • Proposal Deadline – September 29th at 4:00pm EST
  • Bid Opening – September 29th at 4:05pm EST
  • RFP Selection Committee Meeting – October 4th at 9:00am EST
  • Board meeting for recommended award – October 5th at 6:00pm EST

The Board of County Commissioners designated the Selection Committee members as Ben Guthrie, Monica Wells, Katie Matchkus, Marie Arick, and Teresa Stossel.

Selection Committee members will need to attend the bid opening in the Clerk’s Office on September 29th at 4:00pm.  We will open the bids at 4:05pm.  Committee members will each take a proposal and review the proposals before the meeting on October 4th.

On October 4th at 9:00am, the Selection Committee will meet in the courtroom to hear presentations from firms and score each proposal.

At the Liberty County Board of County Commission Meeting on October 5th, the Selection Committee will recommend to the Board their firms in order of priority based on scoring.  The Board will then accept the recommendation, make their own recommendation, or reject all proposals.  If a recommendation and selection is made by the Board, a review and negotiation process will take place with the top ranking firm.  If/When we agree to terms, the Board will approve the agreement with the firm at the November 9th Board meeting.  If we do not agree to terms with the top ranked firm, we will begin negotiations with the second ranked firm and follow the same action to reach agreement.

The Liberty County Board of Commissioners is seeking qualified individuals to respond to this Request for Bid for purchase of 3 Chrysler Pacifica minivans. Must have 2nd row Captain Seats.
