Liberty County (the “County”) hereby gives notice that it has issued a Request for Proposals from experienced and qualified professional Insurance Consultants to provide Insurance Consultant Services to assist the County in procuring Insurance coverages. This Consultant will work with the Liberty County Clerk of Court, County Attorney and Board of County Commissioners. Interested parties are asked to carefully review the County’s expectations of experience and qualification as stated in the RFP Instructions.

Sealed proposals will be received at the Liberty County Clerk of Court’s office located at 10818 NW SR 20, Bristol, FL 32321 until 2:00 PM (EST) on June 3, 2024.Submittals will be publicly opened immediately thereafter. The qualifications and other information should be submitted in strict compliance with the directives provided in the RFP Instructions.  The County is under no obligation, either express or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Proposals in response to this request.

Six (6) proposals (one (1) original and five (5) hard copies) along with a digital copy are required to be submitted in a sealed envelope or box, plainly marked with respondent’s name, address, date, time of RFP deadline and stating, “Liberty County – RFP- Insurance Consultant/Broker Services.”

NOTICE TO RECEIVE SEALED BIDS

The Liberty County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in providing construction services for the following project:

County Road 12 SCOP

The project includes the resurfacing of County Road 12 from Lake Mystic Road to State Road 20 for approximately 3.36 miles in Liberty County, Florida.  The project will also include 2’ paved shoulders, two turn lanes and improvements associated with the resurfacing project such as drainage improvements, striping and signage.

Completion date for this project will be 150 days from the date of the Notice to Proceed presented to the successful bidder.

All bidders shall be pre-qualified with the Florida Department of Transportation per Section 2-1 of the F.D.O.T. Standard Specifications for Road and Bridge Construction, 2023 edition for: Grading, Drainage and Grassing, Seeding and Sodding.

Liquidated damages for failure to complete the project on the specified date will be set at $200.00 per day.

PROJECT DESCRIPTION
The Project includes ADA restroom and parking
improvements to three County Precincts.  Disciplines include but are not limited to; site work, cast-in-place concrete, interior framing, insultation, interior flooring, HVAC, plumbing, electrical joint sealants, and painting. All the buildings/precincts will be bid as one project.

TYPE OF BID
The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

Veterans Memorial Civic Center Landscaping Services

The Liberty County Board of County Commissioners is seeking sealed bids from licensed and bonded entities for the Veterans Memorial Civic Center landscaping services.  This bid would entail the following:

  • Phase I, Demolition / tear out. Remove all trees and shrubs EXCEPT two Sago Palms at West entrance and Magnolia trees along the West side of the building. Grind or pull roots as needed without disturbing the remaining trees, palms and utilities. Rake out debris, leaves, old mulch, etc.
  • Phase II, Irrigation, drainage, soil leveling. Professional evaluation of the grounds for surface water management issues. Consider the impact/benefit of channels running under the sidewalks. Design and install any new drain and/or irrigation systems needed to protect the building and support the overall landscape plan. Level the grounds as needed to prepare for new plantings.
  • Phase III, Planting Zone 1 (West). Prune (minimally) Magnolias for appearance. Introduce Gamma Grasses and Muhly Grass to this zone, bringing in attractive native, Florida Friendly and pollinator friendly plantings.
  • Phase IV, Planting Zone 2 (East). Introduce Gamma Grasses and Muhly Grass to this zone. In the semi-circle/crescent shaped areas between the sidewalk and the drive-up lane, plant perennial peanut. Plant a palm tree in each of the north and south plots which lie between the drive-up lane and the parking lot.
  • Phase V, Planting Zone 3 (North). Plant pollinator garden. Installing rain barrels at the down spouts to collect runoff water for irrigation.
